Define the problem or need
Speak to those affected about their understanding of the problem exists, history of
how developed, and community based assets for defining/solving the problem
Explore literatu’e, research/data on why the problem exist, history of how it developed
Define and explore background on the population affected, including representation in
dominant or oppressed groups
Explore the problem briefly at each arena- organizational, community, systemic
