Research, identify, and characterize at least three disaster events in which USTRANSCOM has supported in the past 20 years – do not research or describe Hurricane Katrina. Provide at least three specific examples of transportation or logistics contributions and the value that the involvement of USTRANSCOM added to the disaster response. For your selected natural disaster, discuss the role of the state National Guard and the U.S. military in resolving logistics and transportation issues.
Assume that it is 10 days into the disaster and severe weather has hampered rescue, health, and medical assistance necessary to enable the foundations for recovery. In addition to those disruptions to supply delivery, civil unrest and looting – especially of supply trucks and storage areas – has escalated to levels preventing local law enforcement officials from restoring and maintaining law and order and protecting citizens. About 60% of necessary supplies are getting through to the affected population.
Exercise
1.Briefly describe the steps needed to activate the National Guard and the U.S. Army at both the State and Federal levels to secure supply trucks and storage areas and enable orderly distribution using military and National Guard forces (remember: the assumption is that a Federal emergency has been declared).
2.Briefly describe the chain-of-command implications, the cost associated with each type of recall, and the time horizon for impact at the local level.
3.Address any additional challenges faced by decision-makers in the new situation regarding the need to quickly increase logistics flow and transportation/transshipment.
4.How do decision-makers ensure operational and risk mitigation success, and minimize the loss of lives and casualties?
5.As the Incident Commander, what decisions would you make and why? Be specific and justify your answers.
